What is the IECEE CB Certification



Internationally Recognised Certification



The IECEE CB Certification Scheme is a globally recognised arrangement from the International Electrotechnical Commission (IEC). The CB certification scheme allows for acceptance of test reports from participating National Certification Bodies to be approved for market access in over 50 countries worldwide.


The CB certification assures that your products are tested to harmonised international standards. This accounts for any national differences in standards, regulations, or directives, and provides an all-encompassing, internationally recognised certification.



Why would you need CB Certification



Ease of Access to Global Markets



Every business has specific and unique regulations, directives and standards they must adhere to. You do not need a CB Certification, however, the CB Certification assures your products are sufficiently tested to international requirements for participating countries. This provides a streamlined and efficient global market access route, saving you time and money.



What Countries are included in the CB Scheme?

As an internationally recognised programme, the IECEE CB Scheme can provide ease of access to a total of 55 countries (Information correct in January 2022). These countries range from Angola to Vietnam and include:

What Products are included in the CB Scheme?



There are a total of 23 product categories covered by the IECEE CB Scheme, covering a variety of electrical and electronic devices, including household appliances and in some cases, medical devices. The full list can be found here: IEC Standards operated by the IECEE



How does the CB Scheme differ from CE Marking?



Unlike CE marking, the CB scheme does not have its own independent mark. Instead, the CB certification allows you to obtain conformity marks in participating countries worldwide.


The CB Certification can be submitted as part of your technical file in your CE mark application.


You cannot complete the CB scheme with a self-declaration of conformity. Instead a National Certification Body must approve an independent third-party assessment.


This can be achieved either through an NCB appointed Certification Body Test Laboratory (CBTL), or in the case you have testing facilities at your manufacturing site, an authorised CB Testing Engineer known as a Local Technical Representative (LTR) can perform or witness your product testing.



When choosing a Third-Party Assessment Body for the CB Certification Scheme



It is worth considering:



  • Regulatory standards applicable to your product/s.
  • Check their accreditation.
  • Check that the services on offer will be sufficient for your product and market’s needs.

Local Technical Representative Service



For on-site CB testing at your premises



If you choose to have your products assessed for the CB Certification at your premises, this will involve in-situ factory visits to assess your quality management systems and determine whether correct testing and test reporting is undertaken.


This can be achieved through the use of a registered Local Technical Representative, acting with authority under a National Certification Body to assess your quality management processes and conformity assessment facilities.


This process is often preferred by manufacturers with the appropriate testing facilities as the costs involved in sending your products to a third party Certification Body Testing Laboratory can be considerable, as well as increased time constraints due to having to ship your product externally.


Another benefit of using LTR services is the ability to witness the testing procedures being completed, providing reassurance of the quality management measures undertaken.



How does the LTR Service work?



In this scenario the test reports and technical documentation required for CB testing will be produced or evaluated by our LTR engineer and issued to the appropriate NCB for CB Certificate approval.


Once CB Certification is acquired, your product will be in an optimal position to be accepted into over 50 global markets.


CB Certification alone, does not provide market access to these countries. Instead, it assures your product has been tested to cover any standards deviations or differences for these countries, and can be submitted in assistance for gaining market entry.


The main benefits of CB certification are in the reduced time it takes to get your product to these markets. As the CB certificate can be submitted, and accepted for these markets, you should not need to duplicate unnecessary testing procedures for your product. This also provides a cost effective solution to accessing a range of global markets.
